Head Start and Early Head Start

Head Start is a Federal program that promotes the school readiness of children from ages three to five from low-income families by enhancing their cognitive, social, and emotional development in a classroom setting. Head Start programs provide a rich learning environment that supports children’s growth in many areas, such as language, literacy, and social and emotional development. Head Start emphasizes the role of parents as their child’s first and most important teacher. These programs help build relationships with families that support family well-being and many other important areas.

Many Head Start programs also provide Early Head Start, which serves infants, toddlers, and pregnant women and their families with incomes below the Federal poverty level.

Head Start and Early Head Start offer families various program options, including center-based, home-based, or a combination of both. The home-based option for infants and toddlers includes a socialization day at the center where parents learn parenting skills and new ways to promote their children’s development.

Federal Legislation: “Head Start Act” is Title VI, Subtitle A, Chapter 8, Subchapter of the Omnibus Budget Reconciliation Act of 1981, PL 97-35 (8/13/81)
